In short, it's every active user in Phin!
Every Active user in Phin is counted as a billable user for the month (billed in arrears on the last day of the month). Below are some best practices to ensure you are only billed for the number of users you intend to bring to Phin:

Campaign enrollment: Active users not in a campaign should be slept to avoid charges.

Syncs: If you import users via a sync, make sure to sleep them before committing, or they’ll count as active. Sleeping them later on the user page still counts them as active for billing. Best practice is to create a security group to sync into Phin via either Google or Azure.

Spot check: Compare the first two columns in your portal. If the numbers match, great! If not, remember that any active user in the portal should either be in a campaign, sleeping, or deleted.
